Op weg naar een hervorming van het Brusselse kiesstelsel?

The Brussels electoral system is designed for a sociolinguistic configuration that is now outdated. Faced with an increasingly diverse population and political issues that transcend traditional linguistic divisions, maintaining the dual electoral college system appears to be an obstacle to democratic representation and effectiveness. A collective reflection carried out as part of the Re-Bel (Rethinking Belgium’s Institutions) initiative led to a proposal for electoral reform that guarantees the representation of linguistic groups without dividing the electorate.
This proposal, along with the issues it raises, will be presented and discussed at the Re-Bel public event. Is electoral reform necessary to make the formation of the Brussels government less arduous? To what extent should the political representation of Dutch speakers in Brussels be guaranteed? Should the requirement of a majority in both language groups be upheld? Can the proposal motivate politicians to transcend linguistic divides to jointly address the broader political issues Brussels faces ? These issues will be addressed during the Re-Bel public event on March 9, from 5 p.m. to 7 p.m., at the University Foundation (11 rue d’Egmontstraat, 1000 Brussels) and online.

Le système électoral bruxellois repose sur une structure institutionnelle conçue pour une configuration sociolinguistique désormais dépassée. Face à une population de plus en plus diversifiée et à des enjeux politiques qui excèdent les clivages linguistiques traditionnels, le maintien du double collège électoral apparaît comme un frein à la représentativité et à l’efficacité démocratique. Fruit d’une réflexion collective menée dans le cadre de l’initiative Re-Bel (Rethinking Belgium’s Institutions), une proposition de réforme électorale a été proposée, qui garantit la représentation des groupes linguistiques sans cloisonner l’électorat.
Cette proposition, ainsi les enjeux qui la sous-tendent, sera présentée et discutée lors de l’événement public Re-Bel. Une réforme électorale à Bruxelles est-elle nécessaire et opportune dans le contexte actuel? Dans quelle mesure convient-il d’assurer la représentation des néerlandophones à Bruxelles dans l’organisation électorale? Que penser des propositions de suppression de la représentation garantie? Faut-il maintenir l’exigence d’une double majorité au sein des deux groupes linguistiques pour la formation d’un nouveau gouvernement bruxellois ? Ces questions seront traitées lors de l’événement public Re-Bel du 9 mars, de 17h à 19h, à la Fondation universitaire (11 rue d’Egmont, 1000 Brussels) et en ligne.

Het Brusselse kiesstelsel is gebaseerd op een institutionele structuur die is ontworpen voor een sociolinguïstische configuratie die inmiddels achterhaald is. Gezien de steeds diverser wordende bevolking en de politieke uitdagingen die de traditionele taalbarrières overstijgen, lijkt het behoud van het dubbele kiescollege een rem op de representativiteit en de democratische efficiëntie. Na een collectieve reflectie in het kader van het initiatief Re-Bel (Rethinking Belgium’s Institutions) werd een voorstel voor een kieshervorming ingediend dat de vertegenwoordiging van de taalgroepen garandeert zonder de kiezers te compartimenteren.
Dit voorstel en de achterliggende kwesties zullen worden voorgesteld en besproken tijdens het publieke evenement Re-Bel. Is een hervorming van het kiesstelsel in Brussel noodzakelijk en opportuun in de huidige context? In hoeverre moet de vertegenwoordiging van de Nederlandstaligen in Brussel in de kiesorganisatie worden gewaarborgd? Wat te denken van de voorstellen om de gegarandeerde vertegenwoordiging af te schaffen? Is het wenselijk vast te houden aan het vereiste van een dubbele meerderheid binnen de twee taalgroepen bij de totstandkoming van een nieuwe Brusselse regering? Deze vragen zullen worden behandeld tijdens het openbare evenement Re-Bel op 9 maart, van 17 tot 19 uur, in de Universitaire Stichting (Egmontstraat 11, 1000 Brussel) en online.
